Issue reporting — privacy appendix

In short

When you report an issue, your municipality receives it but does not know who you are. We record where the problem is, not where you go. No photos. Data identifying you is deleted 12 months after the case is closed.

This is an appendix: it applies in addition to the Privacy Policy and the Terms of Service, not instead of them. It covers only what the Issue reporting service handles beyond the rest of MINOMO. For everything else — who we are, what your rights are, how to delete your account — the main documents apply.

⚠️ This is not an emergency service

Reports sent through MINOMO are read by municipal offices during normal working hours and do not trigger any immediate response.

Do not use this service for situations that endanger people, animals or property.

In case of immediate danger always call 112, the European emergency number.

Who handles your data, and for what

This service involves two separate controllers, each for their own part. We are not joint controllers: the purposes differ and the decisions are taken separately.

AVi Kairos Srl — Strada Lungă 188, Corp C2, Ap. 2, Brașov 500051, Romania — is the controller for: your MINOMO account, anti-abuse checks, automated screening of the text, publishing the report on the map, and deleting data when it expires. Contact us at [email protected].

The municipality you send the report to is an independent controller for handling the case: it takes it on, assigns a reference number, decides whether and how to act, replies to you and closes it. On that part it decides on its own, and MINOMO does not interfere.

The roles and respective obligations are set out in a written agreement between MINOMO and the municipality. You may contact either of us to exercise your rights: if the request concerns the other’s part, we will forward it. For data protection matters concerning this service, municipal offices and the municipality’s own Data Protection Officer can write to [email protected], stating the municipality’s name in the subject line.

The municipality does not know who you are

To the municipality you are pseudonymous: whoever opens your report in the panel sees “Verified citizen”, never your name, your email or your identifier.

Pseudonymous does not mean anonymous. MINOMO knows who wrote it, and needs to, for two reasons: preventing abuse, and being able to respond to a lawful request from a judicial authority. If a competent authority asks us through the proper channels, we are required to provide the data we hold.

What we collect, beyond your account data

The location of the problem, and how far away you were. The pin marks where the issue is. If you allow it, we read your position once, when you open the map: it is used to centre the map and, when you submit the report, the app sends it to our server to calculate how far you were from the reported spot. We keep only that distance, in metres, as a signal against reports made from far away; we do not keep your position. You can decline the permission and place the pin by hand. There is no continuous tracking, in the foreground or the background.

The text you write, between 20 and 280 characters. It becomes public: other citizens see it on the map. Do not write personal data in it, yours or anyone else’s — names, licence plates, phone numbers, references to identifiable people.

Category and severity that you choose.

Technical data — IP address and browser or app type — collected only at the moment of submission, to detect and block abuse.

No photographs. This version of the service does not accept images, and we do not process biometric data.

”I confirm this too”

If you confirm another citizen’s report, we record your endorsement linked to your account. It serves two purposes: preventing the same person from confirming more than once, and sending you updates on that report.

The municipality sees how many confirmations there are, never who gave them.

Automated screening of the text

Every report is examined by an automated system looking for offensive language, third-party personal data and advertising content. It is a classification, not a decision: if the system flags something, the report is not published and stays visible only to you until a member of the municipal staff reviews it.

A report is also put on hold for review automatically if your account has recently had several reports rejected by the municipality. Even then the report is not rejected: it stays visible to you and a person reviews it.

No decision concerning you is taken automatically. The system does not reject, archive or close anything: it only queues the report for human review. The decision on the report always rests with a municipal officer.

If you believe your report was held back wrongly, write to [email protected]: we will have a person review it.

Replies from the municipality

The municipality may add public notes to your report, visible to you and to other citizens, and you will be notified when it does. It may also keep internal notes for office use: you do not see those, and they are not accessible to any citizen.

The municipality’s notes stay in the language the authority wrote them in: we do not translate them automatically, because they are official communications and an unverified translation would put words in the municipality’s mouth that it never wrote.

How long the data stays

The report itself remains indefinitely for the municipality’s statistics, but 12 months after it is closed we delete everything linking it to you: the author, the IP address and the device type are cleared, and the confirmations received are deleted. The total number of confirmations remains, which identifies no one.

If you delete your account, your reports are anonymised immediately and the confirmations you gave on other people’s reports are removed.

After anonymisation the link between you and that report can no longer be reconstructed, not even by us.

Illegal content

Reports published on the map are content you post and we host. If you find one you consider illegal, you can notify us through the procedure described in Report content. We will tell you the outcome and the reasons for our decision.

Legal basis

The municipality processes your data for the performance of a task carried out in the public interest (Art. 6(1)(e) GDPR): handling reports falls within its institutional functions.

MINOMO processes your data for its own legitimate interest (Art. 6(1)(f) GDPR) in ensuring the service is not abused, that published content is appropriate, and that you receive updates on your report.

Your rights

The rights under Articles 15-22 GDPR apply in full: access, rectification, erasure, restriction, portability and objection. How to exercise them is explained in Data request, or write to [email protected].

You may also contact the municipality directly for its part, and lodge a complaint with the competent supervisory authority: the Garante per la protezione dei dati personali in Italy, ANSPDCP in Romania.
