Messages from your municipality (MINOMO Alert) — privacy appendix

In short

Your municipality can send messages and urgent alerts to your phone. You receive them because you set that city in your profile, not because we know where you are. We do not keep a list of who receives them. You can switch them off at any time.

This is an appendix: it applies in addition to the Privacy Policy and the Terms of Service, not instead of them. It covers only what the Messages from your municipality service (MINOMO Alert) processes beyond the rest of MINOMO.

⚠️ It is not a public warning system

MINOMO Alert is a tool your municipality uses to write to you. It does not replace the number 112, other emergency numbers, official public warning systems (IT-Alert in Italy, RO-Alert in Romania) or the official channels of civil protection. A message may arrive late or not at all: it depends on the network, your phone and your settings.

In case of immediate danger, always call 112.

What it is

From its panel, the municipality’s responsible officer writes a message — a title, a short text, optionally a link to a web page — and picks a category: urgent alert, traffic and roadworks, services, events and culture. MINOMO delivers it as a notification to the phones of people who have set that municipality as their city, and shows it in the city’s history in the app and on the municipality’s public page. The service has been available since 28 September 2026.

Who receives it, and why you

You receive a municipality’s messages if:

  • in your MINOMO profile you set that city as your reference city;
  • municipal communications are switched on in your account (they are on by default);
  • notifications are enabled on your device and not muted;
  • for categories other than urgent alerts, you have not switched that category off.

We do not use your location to decide who receives a message: only the city you chose counts. If you change city in your profile, from then on you receive the new municipality’s messages.

What we do not record

When the municipality sends a message, the system works out how many people will receive it and delivers it in batches. We do not store the list of recipients, by device or by person: we keep only totals (how many delivered, how many failed).

The municipality does not know who you are: it only sees how many people it reached and how many opened the message.

When you open a message

If you tap the notification, the app records a receipt used to count how many people opened it. The receipt is a code derived from the message and your account: it does not contain your name or your device, and we delete it after 30 days. It is a pseudonym, not anonymous data: MINOMO can recompute it, the municipality cannot. The municipality sees only the total.

The “Read more” link

If a message contains a link, it opens in your browser. The destination site is chosen by the municipality and has its own privacy policy: MINOMO does not control it.

Who handles the data

AVi Kairos Srl — Strada Lungă 188, Corp C2, Ap. 2, Brașov 500051, Romania, [email protected] — is the controller for your account, your preferences, notification delivery, receipts and data retention.

The municipality sending the message is an independent controller of its content: it decides what to write, when, and in which category, and is responsible for it as its own act. We record which officer of the municipality wrote each message.

For data protection matters concerning civic services, municipal offices and the municipality’s own Data Protection Officer can write to [email protected], stating the municipality’s name in the subject line.

Legal basis

Messages from the municipality of the city you set are on by default: this is why MINOMO offers civic services. The legal basis is the legitimate interest of AVi Kairos Srl in providing you with the civic service of the city you chose (Art. 6(1)(f) GDPR). You may object at any time, without giving reasons, by switching the communications off (see below): from then on you receive neither messages nor urgent alerts.

The municipality processes its own content in the exercise of its official functions (Art. 6(1)(e) GDPR).

How to switch them off

Under Account → Communications from my municipality:

  • the main switch turns everything off, urgent alerts included;
  • the switches below turn off the individual categories traffic and roadworks, services, events and culture. Urgent alerts have no switch of their own: you receive them as long as the main switch is on.

You can also mute all MINOMO notifications in your phone’s settings.

How long they are kept

  • The message (title, text, link, category, date, municipality and author) is a public communication and has no automatic expiry. The history shown to citizens in the app and on the municipality’s page covers the last 30 days, up to 50 messages.
  • Open receipts: 30 days.
  • The recipient list: does not exist.

If you delete your account, you stop receiving messages; municipal messages contain no data about you and remain in the history.

Your rights

You have all the rights under Articles 15-22 GDPR. How to exercise them is explained in Exercise your GDPR rights, or write to [email protected]. For the content of a message you can also contact the municipality directly.

If you believe a message contains unlawful information you can report it to [email protected] following the procedure in Report content.

You may lodge a complaint with the supervisory authority: the Garante per la protezione dei dati personali in Italy, ANSPDCP in Romania.
